5-yr licence for Kerala investor if reply takes over 30 days
The Left government in Kerala has passed two industry-friendly legislations at one go this week. The newly passed Bills make any new entrepreneur, who applies for an industrial licence in Kerala, legally qualified as a licence-holder for five years, if the reply is delayed beyond 30 days of application. However, while trimming the red tape for industrial licence, the Assembly has been cautious about giving the enactment a green edge. Ample debate rang out over the clause that spells out that the industrial outfits will not need any licence to draw out groundwater for their usage. The amendment that was approved in the Bill affirms that the industrial outfit which draws out groundwater for its use will have to take licence for purifying and recycling the water thus used. 2) Bill, 2018, would push the state However, on the argument of trade union leaders, the clause saying that the industrialist could draw from his choice of workers to load and unload goods was dropped. Instead, the new law warrants that for those tasks that need mechanical support or special skills, the entrepreneur can draw from his own pool or workers. The industrial licence will be valid for five years. Earlier,…
Delhi air pollution: Stubble burning is the major reason, reveals Harvard study
Agricultural fires are to blame for about half of the pollution experienced in Delhi in October and November, a peak stubble burning season in Punjab, a Harvard study has found using satellite data from NASA. Many farmers in northwest India typically burn abundant crop residue on the fields after harvest season, to prepare their fields for subsequent planting. To what extent the large quantity of smoke emitted by these fires contributes to the already severe pollution in New Delhi has remained a key question. For the past few years, every autumn New Delhi – already plagued with thick pollution – gets engulfed choking smoke likened by many to a gas chamber. While crop burning has been illegal for years, there has not been a large enough deterrent to effectively crack down on the practice, in part because its been difficult to measure exactly how much smoke from the fires is making it downwind to the city. Researchers from the Harvard University and NASA have now shown that in October and November, a peak burning season in Punjab, about half of all pollution in Delhi can be attributed to agricultural fires on some days. On certain days during peak fire season,…

Yashwant Sinha’s exit from BJP: Is this an earth-shaking event for saffron Party?
Yashwant Sinhas departure from the Bharatiya Janata Party (BJP) is an event which ranks as low on the political Richter scale as the entrances of S.M. Krishna or Rita Bahuguna Joshi in the saffron outfit from the Congress. All these individuals are has-beens in the political world whose comings and goings are of greater interest to themselves than to the general public. One reason for the latters disinterest is that these departures and arrivals are not seen to be driven by ideological considerations, but by personal factors like ego which makes them look for new pastures to overcome the feeling of being neglected by their old parties. Age is another aspect, especially in the cases of Yashwant Sinha and S.M. Krishna. They can even be mocked on this count as Finance Minister Arun Jaitley did when he described Sinha as an 80-year-old job applicant when the former finance and external affairs minister of the Atal Behari Vajpayee government started criticising the party. Not surprisingly, the BJP has now lambasted Sinha for singing the Congresss tune. Ever since he started acting like a dissident along with Arun Shourie and Shatrughan Sinha, the trio has been seen as renegades although they were…
