In a horrifying incident in Kerala, a headless body of a woman was found in an isolated area near the capital city of Thiruvananthapuram. The body is suspected to be of a 33-year-old Latvian woman, Liga Skromane, who went missing in March. Although the victim has been identified by her sister and friend, a detailed forensic examination would be done to scientifically confirm this. As per reports, the decomposed body of Skromane was hanging upside down from a tree, while the head of the body was found lying away from the rest of it, in a marshy spot. On Friday, fishermen found the body in a highly decomposed state and alerted the police. Decide school safety guidelines in 3 months, Supreme Court tells Centre
The Supreme Court today asked the Centre to decide in three months on demands for framing of safety guidelines for all schools, as sought by the father of a seven-year-old boy who was killed in a Gurgaon school, and some lawyers. The top court said the decision taken by the government should cover both public and private schools. A bench of Justices Adarsh Kumar Goel and R F Nariman said the court was not an expert on framing of policy or guidelines for schools and it would be appropriate if the government looks into the cause raised in various writ petitions. We direct Ministry of Human Resource Development (HRD) to look into the prayers in the PILs and consider taking a decision in three months. The decision taken shall be for both government as well as private schools, the bench said. National Human Right Commission on Monday issued a notice to Mamata Banerjee-led West Bengal government and asked its Director General (Investigation) to depute a team, headed by an officer not below the rank of an SSP, to visit the disturbed areas of Asansol-Raniganj for spot investigation. In its notice, the NHRC expressed serious concern over the alleged failure of law enforcement agencies in protecting the liberty and dignity of people who have become victims of violence in Asansol-Raniganj area. The NHRC also issued the notice to the states chief secretary, home secretary and the director general of police, seeking detailed reports in four weeks. The rights panel has given three weeks time to assess the actual situation and submit a report within three weeks. Jammu and Kashmir Governor N N Vohra today set a April 24 deadline for the Mehbooba Mufti-led government to implement the agreement reached after the 2008 Amarnath land-row agitation, under which FIRs were to be withdrawn and compensation given to the next of kin of the deceased. The governor directed the administration to expedite the processes required for fulfilling various elements of the agreement reached with the Shri Amarnath Yatra Sangharsh Samiti in 2008 and asked for a compliance report later this month. Over 14 people were killed and hundreds injured during the over 64-day Amarnath-law row agitation in Jammu in 2008. Yogi Adityanath’s crackdown on private schools: New bill to bring big relief to parents approved
In a major step to check arbitrary fee collection by private schools, the Uttar Pradesh cabinet chaired by Chief Minister Yogi Adityanath on April 3 discussed the draft of the proposed Uttar Pradesh self-financed independent schools (Regulation of Fees) Bill, 2018 and gave a nod to the bill. As claimed by the government, the proposed bill will be able to stop arbitrariness after coming into force. The proposed bill will apply to all private schools charging Rs 20,000 in fees annually including the minority institutions and will come into force from the academic session 2018-2019, Deputy Chief Minister Dinesh Sharma was quoted as saying PTI. In the Cabinet meeting, it was decided to clamp down on arbitrary fees collection of private schools. As per the approved proposal, private schools cannot raise more than 7-8% fees per year and at the same time admission fee is not to be charged every year for up to class 12th. Freedom fighter Bhagat Singhs 87th death anniversary was observed here by two groups of people who demanded declaring him a national hero of Pakistan. Singh was hanged at the age of 23 in Lahore on March 23, 1931 along with Rajguru and Sukhdev. The capital punishment had inspired thousands of people to take up the cause of the freedom movement. The Bhagat Singh Memorial Foundation (BSMF) and the Bhagat Singh Foundation Pakistan (BSFP) yesterday held separate functions at Shadman Chowk where they were hanged. The participants paid rich tribute to the three freedom fighters. Some relatives of Singh made a telephonic address. BSMF Chairman Imtiaz Rashid presented a resolution demanding the British Queen to tender an apology for hanging the three freedom fighters and compensate their families. Prashant Bhushan’s plea to transfer defamation case against him by Amit Sibal dismissed
A Delhi court today dismissed a plea of advocate Prashant Bhushan seeking transfer of a defamation case, filed against him by former union minister Kapil Sibals lawyer son Amit Sibal, to a magisterial court which was hearing it earlier. The matter had later been shifted to a special designated court at the orders of the Delhi High Court. Additional Chief Metropolitan Magistrate (ACMM) Samar Vishal, whose court was designated exclusively to deal with criminal cases involving politicians, rejected Bhushans application saying it did not have the jurisdiction to transfer the case. This court does not have the jurisdiction to transfer the case to any other court. The application is dismissed, the ACMM said. Bhushan had moved the plea seeking transfer of the case back to the court which was hearing it, contending that no politician was left in this case as everyone had tendered their apologies to Amit Sibal. This special court was set up to deal with cases involving politicians. Since all the politicians have gone now, there is no such person left in the matter, Bhushan said. CBSE answer sheets ferried in Metro by Delhi school, lawyer files complaint
Violating the norms laid down by the Central Board of Secondary Education, a school in the capital allegedly used the Delhi Metro service to transport the CBSE Class XII chemistry board examination answer sheets from the school to the CBSE headquarters. A report by The Indian Express quotes a lawyer, Tarun Narang, who was commuting in the same metro, saying that an employee of Mata Kasturi Devi Senior Secondary Public School took the Blue Line of the Delhi Metro with the seal-packed answer sheets. As per the report, when Tarun enquired about it from the person carrying the packet, he was told that he had been sent by the examination superintendent to drop the sheets to the CBSE headquarters in Preet Vihar. Tarun Narang has now filed a complaint with the CBSE examination controller seeking action against alleged transportation of answer sheets in public. The armed forces are proportionately retaliating to Pakistani actions along the Line of Control (LoC) in Jammu and Kashmir and effectively containing cross border infiltration, Defence Minister Nirmala Sitharaman said today. She also said there was no rethinking as of now on the Armed Forces (Special Powers) Act (AFSPA), which has been in force in Jammu and Kashmir and several insurgency-hit states in the Northeast. The act gives the security forces special rights and immunity in carrying out various operations in disturbed areas.
