The Delhi government has submitted the notification of 351 roads in the Supreme Court, the spokesperson said. Currently, the sealing drive going on in areas other than these 351 roads is against businesses using residential areas for commercial purposes without paying conversion charges. It is being carried out by a Supreme Court-appointed Monitoring Committee and being implemented by the three BJP-led municipal corporations. Maharashtra: Fire at Thane’s Viviana Mall, no casualties reported
A fire broke out at the Viviana Mall in Maharashtras Thane. The incident on Wednesday morning is said to have occurred due to a suspected short circuit in the storeroom of Cinepolis theatre inside the mall. However, no casualties were reported in the incident. At least 12 fire tenders were rushed to the spot to douse the fire. A spokesperson of Viviana Mall said that the fire was quickly detected by the malls internal alarm system and the Thane fire brigade was informed about it. Two arrested for vandalising ‘Periyar’ statue in Vellore of Tamil Nadu
Two persons were today arrested at Tirupattur in the district for allegedly vandalising a statue of rationalist leader E V Ramasamy, popularly known as Periyar. A senior district police official said the two vandalised a bust-size statue of Ramasasmy in an inebriated state. Police identified the arrested as Muthuraman and Francis. While Muthuraman is suspected to be a BJP worker, Francis is believed to be a CPI activist, police said. Supreme Court seeks response of Centre on PILs against polygamy, nikah halala
The Supreme Court today agreed to examine the constitutional validity of the prevalent practices of polygamy and nikah halala among the Muslims and sought responses from the Centre and the Law Commission. A bench headed by Chief Justice Dipak Misra considered the submission that an earlier five-judge constitution bench, in its 2017 verdict, had kept open the issue of polygamy and nikah halala while quashing triple talaq. Today, the bench, which also comprised Justices A M Khanwilkar and D Y Chandrachud, said a fresh five-judge constitution bench would be set up to deal with the constitutionality of nikah halala and polygamy. While polygamy allows a Muslim man to have four wives, nikah halala deals with the process in which a Muslim woman has to marry another person and get divorced from him before being allowed to marry her divorcee husband again. By a majority of 3:2, a five-judge constitution bench had earlier held triple talaq as unconstitutional in its judgement last year. Moderate to low polling was today recorded in the Lok Sabha by-elections in Uttar Pradeshs Gorakhpur and Phulpur and Bihars Araria, being viewed as yet another test for the BJP ahead of the general elections next year. While 43 per cent of the voters exercised their franchise in Gorakhpur, where UP Chief Minister Yogi Adityanath cast his ballot, the turnout in Phulpur was lower at 37.39 per cent, the state election office said. The Supreme Court has taken note of a womans plea that her husband, an Army man, has been languishing in jail for 27 years without a final decision on the death penalty awarded by a Court Martial for killing two of his colleagues. A bench comprising Chief Justice Dipak Misra and Justice A M Khanwilkar took note of the plea of Mithilesh Rai, wife of the jailed Army man Lance Naik Devendra Nath Rai and issued notice to the Ministry of Defence, the Chief of Army Staff and others and asked them to respond within four weeks. Rai, 60, whose mental health suffered due to the long incarceration, was awarded the death penatly by the General Court Martial (GCM) in 1991. The Centre confirmed the noose. The Army man appealed in the Allahabad High Court which, in 2000, upheld the conviction, but set aside the death penalty saying no special reason was accorded by the GCM which also did not do balancing of mitigating and aggravating circumstances. The government today returned the collegiums recommendation to elevate Uttarakhand High Court Chief Justice K M Joseph as a Supreme Court judge, saying the proposal was not in accordance with the top courts parameters and there was adequate representation of Kerala in the higher judiciary from where he hails. Justifying its stand of returning the recommendation, the Centre sent a detailed note to Chief Justice Dipak Misra giving reasons to the Supreme Court collegium for its decision, including that seniority may not be an important consideration to ensure regional representation. The note of the Union Law Ministry, addressed to the CJI who heads the five-member apex court collegium, said the proposal to reconsider Justice Josephs name had the approval of President Ram Nath Kovind and Prime Minister Narendra Modi. Senior IPS officer Rajesh Ranjan was today appointed as Director General of Central Industrial Security Force (CISF). Ranjan, a 1984 batch Indian Police Service (IPS) officer of Bihar cadre, is at present Special Director General, Border Security Force (BSF). He has been appointed as the chief of the CISF till November 30, 2020, i.e. the date of his superannuation, an order issued by the Personnel Ministry said. The post was lying vacant after incumbent O P Singh took over as Director General of the Uttar Pradesh Police in January this year. ATMs in Andhra, Telangana have no cash; here is what banks are doing now for public
The cash crunch in Andhra Pradesh and Telangana has compelled the banks to move cash from neighbouring states to refill the empty ATMs for customers. On one hand, Telangana has resorted to asking help from Kerala and Maharashtra, AP has been forced to ask help from Tamil Nadu and Odisha. The situation is so severe that despite efforts made by banks to replenish currency, only 60 percent of the time cash is available in ATMs. Some banks have even stopped ATM services for the past three months. Aasara and National Employment Guarantee Act have also been affected in Telangana as people have to make multiple visits to get money as they get their money supply from banks. Navratri 2018: UP govt to provide 24-hour power supply at 100 prominent temples
The Uttar Pradesh government has directed the Uttar Pradesh Power Corporation Limited (UPPCL) to ensure uninterrupted power supply to all the shakti peeths and 100 other prominent temples in the state during Navratri beginning Sunday, an official said on Saturday. Navratri is a nine-day festival of the Hindus and shakti peeths are seats of Goddess Durga. Power Minister Shrikant Sharma informed that Chief Minister Yogi Adityanath had also directed officials to make any necessary arrangements before the festival starts. Among the religious places that will be covered under the 24×7 power supply arrangement are Chandrika Devi temple in Lucknow, Kotwa temple in Allahabad, Keira Devi in Maharajganj, Kalidham temple in Mirzapur, and Shaktipeeth Nav Durga temple in Aligarh, among others. Parliamentary panel red-flags Modi government’s ambitious healthcare scheme
The Modi government has released less than half of the budgeted allocation for health insurance of poor families in fiscal 2017-18, even as it promised to step up coverage with the proposed launch of what is called the worlds largest government healthcare programme. The revenue allocation of Rs 975 crore for the Rashtriya Swasthya Bima Yojana (RSBY) was reduced to Rs 565 crore and, as the year progressed, the actual release was just Rs 450 crore – less than half of the budget estimate, according to a parliamentary panels report. Funds as central share of premium under RSBY of approximately Rs 450 crore were only released for such states that submitted their proposal during the year 2017-18, said the Parliamentary Standing Committee on Health and Family Welfare in its report. As for the reason for reducing the budgeted allocation, the panel quoted the Department of Health and Family Welfare, saying: This ministry had moved a proposal for another scheme with enhanced cover of Rs 1 lakh per family. However, this proposal is still pending with the cabinet. JNU professor Atul Johri, who was arrested for sexual harassment of several women students, was today granted bail by a Delhi court. Duty magistrate Ritu Singh granted bail to Johri and directed him to furnish a bail bond of Rs 30,000 for each of the eight FIRs registered against him. Johri had moved a bail plea saying sending him to jail would spoil his career. Students, professors and women rights organisations have been protesting demanding his arrest, after some students accused him of sexual harassment. In a first, the city police deployed drones to keep a check on hooligans during the Holi festival, even as 146 people were challaned for drunk driving on the occasion. We used drones to keep a tab on violators and those who indulged in hooliganism on Holi, Chandigarh DSP Kewal Krishan said today. The drones were deployed at several points in the Union Territory, including Matka Chowk and Sector 10, which is known as the Geri route, he said. Chandigarh (Traffic) Senior Superintendent of Police (SSP) Shashank Anand said drones were also used as an experiment to check traffic violations. We will be using drones more often now, not only for checking traffic violations, but also for monitoring traffic congestions. Congress hits out at PM Modi for not bringing in women’s quota bill
The Congress today hit out at Prime Minister Narendra Modi and the ruling BJP for not bringing in the womens reservation bill despite having a majority government and the issue having been a part of the partys manifesto in the 2014 general elections. The bill has already been passed by the Rajya Sabha and is to be passed by the Lower House before it becomes a law. It will ensure 33 per cent reservation for women in Parliament and state assemblies. WB Panchayat Polls 2018: HC asks CPI(M) to produce documents of those who failed to file nominations
The Calcutta High Court today directed petitioner CPI(M) to produce documents of individuals who, the party claimed, had failed to file nominations for the panchayat polls in West Bengal due to extraneous intervention. The CPI(M) has moved the appeal before a division bench of the court, praying for allowing such candidates to file nomination for the polls through e-mail, after failing to receive a favourable order on the plea before a single bench. On a plea by the State Election Commission (SEC) counsel that statutory provisions did not allow filing of nominations through e-mail, the division bench said the commission should not have objections to the court asking for documents from the petitioner. The division bench of justices B Somadder and A Mukherjee said it had only asked the petitioner to submit documents in support of its claim and the SEC should not raise objections at this stage. Claiming that intending candidates of the opposition CPI(M) were prevented by hooligans from filing nomination papers in person at the designated government offices, counsel Shamim Ahmed prayed that the court direct the commission to accept their nominations through e-mail.
