In an apparent blow to Narendra Modi government at the Centre, the Supreme Court today refused to stay its March 20 order that had put safeguards on arrests under the stringent provisions of the SC\/ST Act. The apex courts order has been interpreted by many political parties and Dalit activists as an act of diluting the Act that safeguards interests of Scheduled Castes and Scheduled Tribe citizens. The top court believes this interpretation is wrong and the March 20 order has not diluted the SC\/ST Act. Narendra Modi government had moved the plea seeking an urgent review of Supreme Courts March 20 order in the wake of country-wide large-scale violence during protests called by Dalit groups on Monday. The Supreme Court bench headed by Justices A K Goel and U U Lalit said that the agitating people were misled by vested interests and they have not read the March 20 judgment properly. Indrani Mukerjea, the prime accused in the Sheena Bora murder case, today told the special CBI court here that she feared for her life in prison. Mukerjea had lost consciousness in her cell in Byculla Jail here on April 6 and was treated at a hospital for a suspected drug overdose before being discharged five days later I fear for my life in prison, she claimed. Mukerjea claimed she had suffered a similar bout of illness earlier and that someone was trying to kill her. The examination of Mukerjeas former secretary, Kajal Sharma, was completed today by the prosecution. As soon as it was over, Mukerjea stood up and told judge J C Jagdale about how she landed in hospital. She said that she was fasting on April 6, and broke the fast with a bowl of dal after returning to prison from the court in the evening. A special CBI court here today issued a judicial request to be sent to the UK after the central probe agency moved a petition, seeking to attach a bank account of beleaguered diamond trader Nirav Modi, a key accused in the Rs 12,700-crore fraud in the Punjab National Bank (PNB). CBI counsel Om Prakash told the court that Modis Barclays bank account in the UK had about 12,79,517 pounds (about Rs 12 crore) and USD 1,244 (over Rs 80,000). The Central Bureau of Investigation (CBI) said its probe had revealed that the bank wanted to terminate its relationship with the Nirav Modi Ltd and was set to pay the money back to the billionaire diamantaire. Om Prakash said the agency believed the money in the account was proceeds of crime. Supreme Court to hear on Apr 23 pleas on dilution of anti-dowry law
The Supreme Court today said it would hear on Monday the petitions seeking revisiting a judgement that had reduced the severity of the anti-dowry penal law on the offence of subjecting a married woman to cruelty by her spouse and in-laws. The decision came after a bench comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud said the orders on the matter cannot be found as the apex court website got hacked yesterday. India has offered to upgrade cross-border road and rail links with Nepal and develop inland waterways to provide sea connectivity to the landlocked Himalayan nation, as well as deeper cooperation in trade, agriculture, and energy. Staff Rationalisation Committee Recommendations: Tamil Nadu eyeing to cut posts for reducing revenue deficit
The Tamil Nadu government today said revenue deficit could be reduced by implementating the recommendations of the Staff Rationalisation Committee, set up to identify non-essential posts for reducing expenditure. The committee, headed by retired IAS official S Audiseshaiah, was set up last month, Deputy Chief Minister O Panneerselvam told the state assembly. Once the recommendations are implemented, it will lead to reduction in revenue deficit and ways and means would open up for the state to revert to revenue surplus, he added. The panel is mandated to identify non-essential posts in government departments to reduce expenditure and submit a report within six months. Winding up the four-day discussion on the 2018-19 budget, which was presented on March 15, Panneerselvam, holding the finance portfolio, said the state had surplus revenue in 2011-12 and 2012-13. In 2013-14, slowdown in economy affected the state like the rest of the country and the tax revenue fell. Factors like economic sluggishnes, inadequate tax revenue and cut in devolution of funds to the tune of Rs 6,000 crore by the Centre for Tamil Nadu in 2015-16 led to revenue deficit, he said citing the 14th Finance Commission report. In a stern warning, the Supreme Court today said it would transfer the Kathua gangrape and murder case from the local court in Jammu and Kashmir in the slightest possibility of lack of fair trial, saying the real concern was to hold proper prosecution. Saradha case: ED summons Nalini Chidambaram to Kolkata office
In fresh trouble for the family of former finance minister P Chidambaram, the Enforcement Directorate (ED) has summoned his wife Nalini in connection with its money laundering probe into the Saradha ponzi scam. Officials said Nalini has been summoned at the Kolkata office of the central probe agency on May 7. The agency wants to record her statement under the Prevention of Money Laundering Act (PMLA) with regard to a specific link of her in this case, they said. The Punjab government is carrying out a comprehensive audit of the post-matric scholarship scheme for students belonging to SCs and OBCs after complaints, Finance Minister Manpreet Singh Badal said. Manpreet while referring to complaints with regard to the grant of post-matric scholarship to students belonging to Scheduled Castes and OBCs, informed the Assembly that the state government is carrying out a comprehensive audit of the scheme. The audit involves 2,183 private institutions with 5,44,872 students and 2,126 government institutions with 5,82,139 students. By March 15 this year, we have completed the audit of about 47 per cent beneficiaries and an amount of Rs 329 crore under the said scheme has been pointed out as objectionable. However, we do realise that while this exercise goes on the students cannot be allowed to suffer, as such for this year, we have proposed an outlay of Rs 860 crore as against Rs 620 crore last year, he said while presenting the state budget for 2018-19. In the backdrop of incidents of vandalism of Ambedkars statues, it was found locked inside the cage in Sadar Kotwali police station area. Police said it was not aware who had done it. The step might have been taken to provide security to the statue but we are not aware as to who has done this, Circle Officer Virendra Singh Yadav said. SDM (Badaun) Parasnath Maurya said directives were issued to extend security till Ambedkar Jayanti on April 14 as there were chances that some anti-social elements might damage the statues to disturb social peace. He also said he was not aware of who had put the cage around the statue in Gaddi Chowk. Three homeguard jawans have, however, been deployed for round-the-clock security of the statue, the SDM added.

A family of the 8-year-old deceased girl from Churchgate, Mumbai decided to donate essential body organs to the ones with end-stage organ failure. The girl was declared brain dead when the doctors at the Lilavati hospital in Bandra, Mumbai asked her parents for the greatest gesture. Her valuable organs such as heart, kidneys, liver and eyes will now save lives of as many as six individuals. On February 26, the girl suffered a stroke and on evaluation, it was declared that the girl had a brain aneurysm which caused the stroke. A brain aneurysm is a weak spot in the wall of the brain artery which protrudes outward. Even with the best efforts of the doctors, the child lost her life and was declared brain dead on Monday. Following the incident, Dr Sitaram Gawde from the Lilavati Hospital talked to media and said that deceased girls parents were consented to donate the organs. Ambedkar Jayanti: Ministry of Home Affairs asks states to ensure security on April 14
Ahead of the Ambedkar Jayanti on April 14, the Centre today asked all states to beef up security and check any possible attempt to inciting violence during the event. The Ministry of Home Affairs also said that Districts Magistrates and Superintendents of Police should ensure peace and check violence in their respective areas of jurisdiction. This is the advisory by the MHA within a fortnight. The first one was sent a day before the April 2 Bharat bandh, which was called to protest against the alleged dilution of the SC\/ST (Prevention of Atrocities) Act.
